Minutes of a Special Meeting of the council of the Town of Cormack, held in the Community Centre, January 24, 2008 at 9:20 P.M.

Meeting called to order by the Mayor.

The purpose of the Special Meeting was to resolve some important matters including resolution of the 2008 Municipal Budget.

1. 2008 Municipal Budget and Tax Structure

2. Terms and Payment Provisions

Motion 08- 009: Rideout/Alexander
The due date for all taxes levied by the Town of Cormack is March 31, 2008 after which date the unpaid balances are in arrears and subject to interest charges of 9.75 % annual rate to be applied monthly. The town will provide a discount of 5% on 2008 Property Tax, Business Tax (excluding the Utility Tax) and Poll Tax up to and including March 15, 2008. A payment plan can be arranged with the town with the following stipulations:
* the plan must be in place with the town by March 31, 2008
* payments must be no less than the minimum of equal payments made over the period of the plan
* payments must be received in each of the months, failure to receive payment will result in cancellation of the payment plan
* upon final payment, and all terms and conditions being met, the interest charges accumulated against the current year's tax account will be written off (from the start of payment plan).

3. Borrowing of Province's Share

Resolution 08- 010: Pelley/Rideout
It is duly resolved that the Town of Cormack borrow the sum of $61,000 plus the amount required to cover total capitalized interest, representing the government guaranteed loan on project 2005203.

4. Borrowing of Town's Share

Resolution 08- 011: Rideout/Alexander
It is duly resolved that the Town of Cormack borrow the sum of
$53,712 funding for the town's share of project 2005203

5. Interim Borrowing for GST portion of Town
Resolution 08-012: Rideout/Alexander
It is duly resolved that the Town of Cormack borrow the sum of $11,387, gst rebate (interim borrowing) funding for project 2005203.

6. Sponsorship of Junction Brook Trail Blazers
Resolution 08- 013: Pelley/Alexander
Council resolved to a corporate sponsorship of the Junction Brook Trail Blazers in the amount of $200.00.

7. Formal Request for Increased Funding
Motion 08-014: Rideout/Alexander
Since it appears that additional funding will be necessary to complete the ARDAHC project as envisioned, the Town will make a formal request to Atlantic Canada Opportunities Agency (ACOA) for an amendment to increase the original contract amount. 5 for, 0 opposed, carried.

8. Other Matters
- It is agreed in principle that the town will lend some form of assistance in the reconstruction phase of Pentecostal Parsonage.
- Discussion on complaints of noise from the sawmill.
- The construction of kitchen cabinets must be done by carpenters whose work can be vouched for.
