A Regular Meeting of the Town Council of the Town of Cormack was held on Thursday, February 8, 2007 in the council office.

MEETING CALLED TO ORDER

The meeting was called to order by the Mayor at 7:30 pm.

BUSINESS ARISING FROM MINUTES

DELEGATIONS

7:30 pm. Mr. Darryl Kelly - Conservative candidate in the upcoming provincial election. Mr. Kelly spoke to councillors about community concerns. Council concerns included the deteriorating condition of town’s by-roads and the need for paved roads, including the road to Squires Memorial Park . Health care and the Town’s new resource cente are important issues as well. Mr. Kelly expressed his appreciation for being able to attend. He was confident he could represent Cormack and the region well. He left at 8:45 pm.

8:45 pm. Bill Bennett - Town’s seasonal maintenance operator wished to address Council concerning his recent written request for an increase in salary. Mr. Bennett left at 9:00 pm.

REPORTS

Administration

1. Review of Employee Wages
Following a detailed discussion on the job descriptions for the full time maintenance operator and the seasonal operator, it was determined that the job descriptions for both jobs should be identical, and both employees should be provided with a copy.

Resolution 007-011 Alexander/Pelley
It is resolved that the wages to Bill Bennett be increased to $630.00/wk effective from the first pay week of this season.

2. A By-election will be held on Tuesday the 13th to fill the one vacancy on council, candidates are Barry Samms and Aubrey Chaffey.
3. Term Investment GIC. The GIC was rolled into the town’s current account in January pending the expected start up of work on the extension to centre, it was expected to be transferred into the ARDAHC account. However, due to the weather project has been delayed.

Whereas the start up of work on the extension to centre has been delayed the funds from the GIC are to be reinvested until required for draw down. 4 for, 0 opposed, 0 abstained, carried.

The town will send a message of appreciation to Minister Cathy Dunderdale for having taken the time to meet with the Mayor and Councillors Pelley and Rideout on Monday of this week.

4. The 25th Annual Convention and Exhibition will be held in St. John’s in April and there will be courses offered in the upcoming months on local government. There will be matched training financial assistance available for the local government courses. The clerk recommended that Elizabeth attend if possible. A budget of attendance will be presented for the next meeting of council.

5. Poll Tax Exemption

Resolution 007-013 Pelley/Alexander
Since documentation shows full time registration as student it is resolved that Michelle McNeil be exempted from poll tax for the years 2005 - 2006 . 4 for, 0 opposed, 0 abstained, carried.

Permits and Inspections

Subdivision and Development

1. Mrs. Neta Roberts has submitted two applications to subdivide land from farm lot 9.
(1) House and approximately one acre for retirement purposes.
(2) One acre for son, Milton.

Resolution 006-014 Alexander/Rideout
It is resolved that the applications from Mrs. Neta Roberts to subdivide two lots from farm lot #9 are approved under the provisions of the Municipal Plan respecting the ‘son/daughter’ clause and the ‘retirement’ clause. 4 for, 0 opposed, 0 abstained, carried.

2. Sub-lease to Humber Valley Paving Limited

The Mayor signed the contract prepared between the Town and Humber Valley Paving. No significant changes to the document from prior years.

3. Newfoundland Power
Permission given to Newfoundland Power to install a replacement pole with transformer near 187 Veterans Drive.

Recreation

1. Bank Balance as of December 31, 2006 - Cormack Recreation Bar Account ....
$ 550.76.

Public Works

1. Council is satisfied with the new Sterling snow truck with attachments noting that the issues of concern are being taken care of by Western Trucks and Parts for Trucks. On one issue, however, Council has directed that the clerk inquire on the installation of a power window control on the passenger’s side since the manufacturer failed to install a window in the lower door as part of the order.

ARDAHC

1 The Town has received permission from the Minister of Municipal Affairs to implement the extension and renovations to the Community Centre on a ‘project management’ basis.

CORRESPONDENCE etc.

• Department of Transportation - A copy of Minister Hickey’s response to the Mayor of Reidville on the status of Nicholsville Bridge. He states construction schedule is expected to be over next two years.
• Department of Municipal Affairs - First Quarterly MOG has been requisitioned at $2,917.00 (14.286 % of total).
• Department of Municipal Affairs - The town’s Gas Tax Agreement has been assessed by the department and recommended for acceptance by the Western Regional Office.
• Atlantic Canada Opportunities Agency - A request has been made under the Access to Information Act regarding ICF projects. We have indicated that the information as contained in the document is inaccurate and should not be released as given. Clerk was advised by e mail that the information would be checked for accuracy.
• Child Find - Donation

Resolved that a $25.00 donation be made to Child Find Newfoundland and Labrador. 4 for, 0 opposed, 0 abstained, carried.

• City of Corner Brook -The city is looking for support in lobbying the provincial government for a new regional hospital. While there are some questions as to the type of care and procedures which would be covered, the town will support the efforts at this time.

ACCOUNTS PAYABLE

1 The town will credit the amount owing to Viking Trail North Atlantic $270.90 toward any tax arrears on the account to same.
